I see at least 2 options...in no particular order.
The first would be to call each city hall/police and ask if a permit is required.
The second: It's better to beg forgiveness rather than seek permission.
The second is what I used and only got kicked out of a few places in about 20 years of performing.
"Oh, sorry Officer Friendly, I didn't know. Where are the official places the city recommends?"
It's your Constitutional right in the USA and cities are supposed to reserve pitches for performers.

I'm afraid Officer Friendly has it backwards. The burden of proof always resides with the Plaintiff, in this case the city. They would have to prove you actively solicited money. This would be impossible if it never happened. They would also need witnesses. Just accepting money is not proof of anything.
To be sure of your stand, run it past a free Legal Aid organization in your area and see what they say.
